    FOR Information, as I had to look at this for a friend, if your laptop is of the HP EliteBook 840 G3/G4 series and as such has a USB-C port, this port for the EliteBook 840 G3/4 series of laptops is of the USB Basic Type-C.

    The HP USB Basic Type-C does not support the powering external devices and laptops cannot be charged through USB-C basic ports.

    As you can see from the below image, HP USB Type-C ports that support USB charging have an additional little power graphics (symbol) at the side of the port, which indicates that the port supports both data flow/movement and support the charging of laptop devices via USB-C

    Unfortunately if your HP USB-C port only has the data graphic (symbol) then your USB-C port does not support charging.
