If your keyboard and mouse stop working in Windows Recovery Environment (WinRE) after updating to Windows 11 25H2, you’re not alone — and there are workarounds.
A growing number of users have reported that after installing the 25H2 update, their USB keyboard and mouse become unresponsive in recovery mode. This issue affects both wireless and wired devices, and persists even after enabling legacy USB support in BIOS. The problem appears to be linked to a hidden update: KB5067039, which modifies USB driver behavior within the WinRE image.
What Users Are Experiencing
- No input in recovery mode: Devices work in BIOS but fail in WinRE.
- Safe Mode inaccessible: Even wired peripherals stop responding.
- Uninstalling updates restores functionality: Rolling back the latest cumulative update often resolves the issue.
Workarounds and Fixes
- Uninstall the latest quality update via Windows 11 install media USB. This restores keyboard/mouse functionality for many users.
- Use a clean WinRE image: A community member created a batch script that extracts a clean
winre.wimfrom a Windows 11 ISO and replaces the corrupted one. The guide is available. - Pause updates after rollback to prevent recurrence.
