Probable a BIOS setting (Press F2) change needed, but hopefully @Grisu can advise as you did mention you could not use BIOS, so that is interesting.

September 27, 2024 at 6:59 am #34185@deprima – have you tried pushing the F2 button repeatedly once your laptop has is starting up as this should be they way you enter the Dell Latitude 3400 BIOS. ?
Try: ‘as not sure which option may work’.
- At the Dell logo screen, press the F2 key several times until you enter the BIOS or System Setup.
- Alternatively, press the F12 key several times until you see the One Time Boot Menu and then select BIOS Setup or System Setup from the menu.

Note tried this myself but worth a try

September 27, 2024 at 8:51 am #34189Do you know if your Dell laptop has a PSWD or CMOS jumper on its motherboard as this will remove all security around BIOS access ?

September 30, 2024 at 10:45 am #34231Lost my PC and have to buy new MB and power supply.
My Win-installation doesnt work anymore too, so I really have other problems right now.
Did you try to start the laptop with USB-Stick (you can make one with Windows download tool direclty from microsoft).
With it (manual installation) you can delete all partitions and newly install Win. HDD/SDD will be repartioned while doing so.If you only forgot your Win password there are much easier ways to create a new user and so you wont loose data.
