So if you have a Windows 10 account and only wish to sign in locally (not create a Microsoft account) then Cortana box pops up asking you to sign in.
To stop the Cortana box keep appearing, try the following:
Disable Cortana in Windows 10 Home
To Turn off Cortana completely on Windows 10 HomeΒ press the βStartβ button at the bottom left of your screen and type βregeditβ then press βEnterβ on your keyboard. Copy and paste the below address into the address bar at the top:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows
Right click on the βWindowsβ directory and choose βNew > Keyβ (folder). Enter βWindows Searchβ. Select the new βWindows Searchβ folder and in the right panel, right mouse click anywhere in the empty white section and choose βNew > DWORD (32-bit) Valueβ. Enter βAllowCortanaβ making sure the βValue Dataβ is set to β0β (zero) Hexadecimal base.
Disable Cortana in Windows 10 Pro
To Turn off Cortana completely on Windows 10 ProΒ press the βStartβ button and search for and open βEdit group policyβ. Next, go to βComputer Configuration > Administrative Templates > Windows Components > Searchβ and find and open βAllow Cortanaβ. Click βDisabledβ, and press βOKβ.
Restart your computer, and Cortana should be no more. Instead of βAsk me anythingβ, the new search box will only say βSearch Windowsβ which seems to be much better now that it doesnβt search the internet for a locally stored document.

If I want to open Cortana (EU, Win10x64pro) I get the message: Cortana isnt available in my region.
I think there is no need to do anything more to disable Cortana here.
Is it different in GB/UK?

Currently, Cortana is only available in 13 countries; Australia, Brazil, Canada, China, France, Germany, India, Italy, Japan, Mexico, Spain, United Kingdom, and the United States
I have access to Cortana but do not use it but I understand there is a work around for those wishing to use Cortana outside of the above countries and regions.
