So if your taskbar is being locked vertically on Windows 11 – try the following trick…
Go to the registry in safe mode and deleted the following key:
Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3
and reboot
The key will be recreated and I know the taskbar with all the icons should be at the bottom of the screen.
