Welcome, Parental controls are always tricky, especially when using kit from different manufacturers and in this scenario I do not believe Parental controls will work, is the TP-LINK RE700X switch mode set as Access Point or Range Extender ?
If you are using the TP-Link App, look under ‘Operational Mode’ I think and I will drop ASUS a message to see if they can advise why your set-up does not seem to be working.
