Is it only this page, or other pages also, or is also when certain clients connect online ?
Sounds like the watchdog keep restarting httpd, but not sure why ?
Alas if you used this access method before (HTTP) and it worked then unfortunately a factory reset is the best next step and rebuild router config from scratch, not from backup.
