As the world of AI change and in a world-first move, Albania has appointed an artificial intelligence bot named Diella to a cabinet-level position overseeing public procurement — a sector long plagued by corruption. The announcement has sparked global debate over the role of AI in governance.

• Background: Originally launched as a virtual assistant on the government’s e-Albania platform, Diella helped citizens access digital documents and services.
• New Role: Elevated to ministerial rank, Diella now oversees public tenders with the goal of ensuring 100% corruption-free procurement.

 

Her Parliamentary Debut

Diella addressed parliament via screen on September 18, stating:
