If I use Safari on my iPhone and go to Google.com or Google.co.uk, all works well for the Shopping menu selection, if I use my laptop with Google > Shopping, this also works which seems to remove IP address being blocked etc.
Google app is upto date and not sure when this problem started as I do not often use the Google Shopping options but I can remember updating the Google App recently.

Update: iOS Google App was deleted, iPhone was rebooted and Google app was re-installed and still the 403 error message appears.
