Thanks @Kev2021, always worth a try as a last resort.

Luckily, a full hard reset (not UI factory reset) and build from scratch sorted out the problem.

Now I have the DSL-AX82U running firmware version DSL-AX82U_3.0.0.4_388_23756 with iPhone USB tethering to an iPhone running iOS 16.6.1

Note: I will create a iPhone USB tethering guide in another thread, just incase others are interested in how to set up iPhone USB tethering with there ASUS AX router.
