There is something wrong with your boiler, thats why it not heating in the moment you turn on hot water.

Let it be repaired and be happy again, no need to change anything.

(not relevant to boilers) Probably it dosnt recognice warm water flowing, thats why it doesnt turn on the same moment you take warm water.
Flowmeter needs to be checked or adjusted to lower flows.
