I believe that if you current ADMIN password is not changed and does not meet ASUS the new Password Policy requirements and you also perform a dirt flash, then the existing password will still allow you to log into router UI.
A factory reset will enforce the new ASUS password policy.
Note: Considering the inherent exposure of routers to the internet, enforcing strong default passwords is both a fundamental security requirement and an established best practice nowadays.
