BT have a lot of business interest in other developing countries, combine that with a complicated Public and Private ownership arrangements over the years leads us to a relatively controlled (restricted) communication  services offering.

Only opening up the market further to other telecoms business interests will change this  (Virgin Media) etc, who try not to share BT (OpenReach) equipment etc.
