ISP’s can put a request in to get DLM reset, but I believe it has to be justified i.e. ISP gives case history of why DSL synch rate is below par etc.
Little point in you case until underlying issue is resolved, if Openreach engineer visits property and finds fault, they can then also perform this reset action themselves.
